The San Francisco Affordable Housing Guarantee Act Campaign Submits Over 20,000 Signatures

SAN FRANCISCO — In a powerful display of community mobilization, the San Francisco Affordable Housing Guarantee Act (Guarantee Act) campaign submitted more than 20,000 signatures to the San Francisco Department of Elections today to qualify for the November ballot. The campaign, which launched in May 2026, represents one of the largest and fastest grassroots signature-gathering efforts in recent San Francisco history.

Supervisor Jackie Fielder and former Supervisor Dean Preston were joined on the City Hall steps by a coalition of affordable housing advocates, including members from the Democratic Socialists of America's San Francisco Chapter, tech workers, small business owners, nurses, and teachers, as they delivered boxes of signatures to City Hall. The signatures will be officially verified by the Department of Elections over the coming weeks. 

The Guarantee Act addresses San Francisco's affordable housing crisis head-on without raising taxes. The measure would dedicate existing revenue from the city's Prop I transfer tax — a tax passed in 2020 on ultra-luxury real estate deals over $10 million — to fund social and affordable housing along with eviction defense. The Prop I tax has already generated over $500 million and this measure ensures those funds are used for affordable housing and rent relief as voters intended.

The Guarantee Act also introduces a one-time exemption from transfer taxes for new multi-family housing developments, incentivizing new housing construction while maintaining the vast majority of Prop I revenue. 

“We’re blown away by the efforts of our volunteers and affordable housing advocates who contributed to getting guaranteed funding for affordable housing on the November ballot.” said Rishav Rout, the campaign manager. “Our grassroots signature-gathering effort represents thousands of hours spent by residents from all backgrounds and all corners of the city to fund affordable housing." 

Since launching in May, the campaign has mobilized hundreds of volunteers across San Francisco, gathering signatures at transit stations, farmers markets, community events, and neighborhood meetings. The volunteer-led effort has raised over $200,000 from grassroots supporters.

“This overwhelming signature total reflects the broad support for guaranteed affordable housing and the urgency surrounding the affordable housing crisis in San Francisco.” said Tuesday Rose Thornton, tenant rights attorney and co-proponent of the ballot measure. “The Guarantee Act is our best chance to keep working families in the city they call home. We will not let the ultra-rich and their allies repeal this tax and take away the funding we so desperately need."
