What IS THE GUARANTEE ACT?

The San Francisco Affordable Housing Guarantee Act is a ballot measure campaign led by volunteer citizen housing advocates working to qualify it for the November 2026 ballot.

The Guarantee Act will dedicate existing revenue collected from the city’s transfer tax on ultra-luxury real estate deals worth over $10 million (like mega-mansions and skyscrapers) to fund affordable housing and emergency eviction defense to keep families housed.

This measure will also introduce a one-time exemption from the current transfer taxes for new multi-family housing developments to encourage construction.
